The law sets no inspection frequency. According to Isännöintiliitto's legal adviser, a yearly check is sufficient. isannointiliitto.fi (8 May 2025)

The resident's initials are part of the housing company's record, not a transfer of responsibility: responsibility for working order stays with the housing company. Faults are fixed without delay.

For when the smoke alarm duty needs some order

  • Self-managed housing companies

A board that runs things itself and needs one clear place for apartments, alarms and tests.

  • Property managers

The same structure for every housing company you manage, so the information is always in the same place.

  • The first survey

When you need to work out how many alarms the homes need and what is already there.

Six sheets, one system

Ready-made columns, drop-down lists and formulas. The header row stays in view, and you can pick the apartment from a list.

  1. Ohje (guide)

A short summary of the law with the correct names and dates, what the guidance from the Ministry of the Interior and industry bodies recommends, and links to the sources.

  2. Huoneistot (apartments)

Floor area per floor and the current alarms. A formula works out the minimum under decree 300/2025: at least one for each started 60 m² on every floor of the home.

  3. Varoittimet (alarms)

Location, type, power source, install date, replacement year and owner: the housing company or a resident's own extra alarm.

  4. Testaukset (tests)

The test log: date, apartment, who tested, how, and the result. Alarms that did not work stand out in red.

  5. Viat (faults)

Fault reports and repairs. The status and the days open fill in by themselves. A reminder: the resident's statutory duty is to report a fault without delay.

  6. Suunnitelma (plan)

A written plan with ready questions: who is in charge, how residents are instructed, when alarms are checked and what happens with exceptions.

Getting started

  1. Download the template and save it in the housing company's own folder.
  2. Fill in the apartments and their floor areas per floor. Missing alarms show up straight away.
  3. Record the alarms once they have been surveyed or installed.
  4. Fill in the plan and approve it at a board meeting.
  5. Record tests and faults as the information comes in.

Once you add residents' names or contact details, the file holds personal data. Keep it somewhere secure and share it only with people who need it.

Recording in the maintenance log or the operating and maintenance manual

The law requires no smoke alarm records. According to the Ministry of the Interior's guidance, it is still good for the building owner to make sure the measures taken are documented, for example in the building's operating and maintenance manual or a similar system. If the housing company has an electronic maintenance log, record the smoke alarms there like any other maintenance work.

According to SPEK, the housing company can buy maintenance as a service, but it must still follow up that the work gets done. So ask the maintenance company or installer for a report on each round and add it to the maintenance log.

Record at least these:

  • the apartment and where the alarm is
  • the alarm type and power source: battery, long-life battery, or mains with a backup battery
  • the year made or installed and the planned replacement year
  • tests and checks: date, method, result and who did it
  • faults, repairs and battery changes
  • resident notices, reminders, visits and contact attempts

The template keeps records. The reminding is still up to you.

Excel reminds no one and doesn't show who never answered. Alarmi is the same structure, but it reminds residents by email, logs each apartment's confirmations with a timestamp and brings up the apartments that don't answer. Alarmi is not a device and is not connected to the alarms. Responsibility for keeping them working stays with the housing company.

No card, no devices to install.

Frequently asked questions

There is no statutory duty: the Rescue Act and decree 300/2025 require no register or records. The housing company must still be able to show that the duty is handled, and according to the Ministry of the Interior the measures taken are good to document. A register quickly shows what has been done, what is missing and which apartments are still open.

For each apartment: the number of alarms, whether they were tested, whether they worked, whether the battery was changed, and the year the alarm was made or replaced. Notes record, for example, faults and missing alarms. The header has the housing company, staircase, date, inspector and method: resident's test, maintenance visit or installer. The resident can initial the row.

It helps. In many regions the rescue department sends housing companies a fire safety self-assessment form. An up-to-date record and register make it easier to answer, because they show what has been tested and which faults have been fixed. The forms and their timing vary by region, so check your own rescue department's instructions before answering.

Roll Alarmi out in one housing company.

Start with a single housing company: a 14-day trial, no credit card. Enter the apartments and detectors, send the first reminders and see the coverage report with your own data before you decide anything.
