Smoke alarm maintenance plan – a template for housing companies

A maintenance plan shows on one page who looks after the housing company's smoke alarms, how they are tested and what happens to faults. The law does not require a written plan, but SPEK and Isännöintiliitto advise making one. Fill in the template on this page and print it, or download the Word file.

Why make a plan

The housing company must keep the apartments' smoke alarms in working order (Rescue Act 379/2011, section 17, as amended by Act 436/2023). The duty has been in force since 1 January 2026. The law does not say how, so the plan records your way of doing it in one place.

  1. According to Isännöintiliitto, it is a good idea to make a written plan of when and by whom the alarms are checked.
  2. SPEK advises drawing up a plan for maintenance and following up the servicing and maintenance in writing.
  3. When the board or the property manager changes, the knowledge is not lost. The plan also shows how the duty has been arranged.

I looked for a ready template but did not find one, so I made this. It is based on guidance from the Ministry of the Interior, SPEK and Isännöintiliitto. They have not reviewed this template.

Total number e.g. 72 pcs

Number checked on date

Apartment-level details e.g. Excel register kept by the property manager

GuideThe minimum is one alarm for each beginning 60 m² of each floor or level (decree 300/2025). Apartment-level details are best kept in a register.

4 Testing and checks

Residents test e.g. once a month with the test button

The housing company checks e.g. once a year in November

Method e.g. resident confirmation, maintenance round or installer

GuideThe law sets no testing or checking interval. The Ministry of the Interior's guidance says residents should test their alarm regularly, for example once a month. Isännöintiliitto's view is that a yearly check is enough.

5 Batteries and renewal

Battery changes e.g. all at once in the autumn, or per the manufacturer

Renewing the alarms e.g. in 2035, or per the manufacturer

Spare batteries and alarms e.g. the maintenance company's store

GuideAccording to the Ministry of the Interior, batteries should be changed regularly and alarms renewed in a planned way; the service life is usually at most 10 years. SPEK advises keeping spare batteries and alarms.

Residents report faults to name, email and phone

Who repairs e.g. maintenance replaces the battery or alarm without delay

7 Records

What is recorded tests, faults, battery changes and renewals

GuideThe law does not require records. The Ministry of the Interior's guidance says it is good practice to document the measures taken, for example in the building's operating and maintenance manual.

8 Exceptions

If an apartment does not answer e.g. a reminder, a paper notice, then a visit

Visits are announced e.g. in writing a week ahead

If an alarm has been removed e.g. a new alarm and a talk with the resident

GuideThe housing company may enter an apartment when it is necessary. The visit is arranged at a time suitable for the occupant within a reasonable time, unless the work is urgent (Rescue Act section 17(4)). SPEK says it is good practice to announce a visit usually at least a week ahead.

9 Approval and review

Approved at the board meeting date and item number

Next review e.g. in a year

GuideReview the plan once a year and whenever the person responsible, the maintenance company or the alarm type changes.

Frequently asked

Not by law. The Rescue Act obliges the housing company to keep the smoke alarms in working order but does not say how. According to Isännöintiliitto, it is a good idea to make a written plan of when and by whom the alarms are checked, and SPEK advises drawing up a plan for maintenance.

The property manager or a board member can fill in the template, and the board can approve it at a meeting. If a maintenance company or installer looks after the alarms, their tasks are worth writing into the plan. The responsibility for the alarms still stays with the housing company.

The law sets no review interval. A practical way is to go through the plan once a year, for example when the alarms are checked, and whenever the person responsible, the maintenance company or the alarm type changes. Write the review date into the plan.

When Excel and paper are no longer enough.

Alarmi reminds residents by email to test their alarms, collects the confirmations and shows which apartments have not answered. Alarmi is not a device and is not connected to the alarms. Responsibility for working order stays with the housing company.
